BS. NONE of the reasons stated for walking in streets instead of sidewalks are valid. In 95% of the times I’ve witnessed this, it is in broad daylight, so that takes out the lighting issue. Most all the times I’ve seen streets used there is no other traffic on the sidewalks, so especially no excuses because of other vehicles on sidewalks. It is illegal for bicyclists to even use sidewalks. Then, the condition of the sidewalks are like new, 4-6 feet in width with zero obstructions of any kind. So be honest if you don’t really know why then quit making stuff up just to cover for idiots who threaten their own lives by walking in streets meant for vehicles.
